The overall rating for the key question Well-led is Inadequate, however, the quality statement assessed, Governance and assurance was Good. The service had made improvements in the governance and assurance of the service. There is now a clear management structure and audit system in place which identified shortfalls and action had been taken to rectify them and drive improvements. We assessed a total of 8 quality statements from the safe, effective, caring, responsive and well-led key questions and found areas of good practice. The scores for these areas have been combined with scores based on the key question ratings from the last inspection. Though the assessment of these 8 quality statements indicated areas of good practice since the last inspection, our overall rating remains requires improvement.

There were now systems and processes in place to monitor the quality of the service. The provider had increased their oversight of the service and their representative visited the service regularly. The management team had completed audits on all areas of the service, when shortfalls had been found, an action plan had been put in place to rectify the concerns. These actions were checked at the next audit and confirmed the action had been completed. There were systems in place to meet with people, staff and relatives to obtain feedback to improve the service and monitor the quality of the service.

The management team described the improvements they had made within the service. They had employed new staff including a deputy manager, there was now a clear management structure and staff confirmed they understood the structure. The manager told us they had worked with the staff team, to make sure they all understood their role and what was expected of them including the identification of safeguarding concerns. The manager had described to staff what they could expect from the management team and the support they would receive. The manager understood the need to have an open and transparent culture within the service.They told us how they had worked with other agencies including the local authority to improve the service. The manager described how they had developed a relationship with people's family and friends, and had included them in changes within the service, Staff told us they had confidence in the manager and were positive about the changes and improvements within the service.
