During our assessment of this key question, we found 1 breach of regulation. The systems in place to monitor the quality of care provided had failed to ensure deficiencies in care were identified and action was taken to improve the quality of care provided to people. The registered manager had the qualifications and skills needed. They were approachable and staff felt they could go to them with any concerns. Staff were happy to raise any concerns they had with the registered manager and were confident action would be taken.

Staff spoke well of the registered manager and found that they were approachable and understood the challenges they faced on a daily basis.

The provider’s recruitment processes ensured the registered manager had the skills and qualifications needed to manage the home.

Staff were happy to raise concerns with the registered manager. They were confident the registered manager would listen to concerns.

The provider had a whistleblowing policy in place and staff were aware of it. Staff received training on whistleblowing at induction.

Staff told us that they had been requested to complete some of the safety checks in the home. However, they were concerned as they had not received training in some areas so were not confident completing the audit. In addition, they had not recorded the action they had taken to resolve concerns.

Some systems were in place to monitor the quality of care provided. For example, medicines audits had been completed. However, they had not been effective in identifying the shortfalls in care we found during the inspection. In other areas audits had not been established, for example, there were no audits to monitor people’s weight loss, pressure areas or falls. These audits were important as they allowed the registered manager to identify concerns with people at an early stage. Where audits had identified concerns it was difficult to identify if action had been taken to resolve issues. For example, the latest legionella report had identified a concern, and the registered manager was unable to tell us what action had been taken. On the second day of our inspection, they confirmed they had followed this up with an external company and the water system was safe for people to use.
