Well-led
Well-led – this means we looked for evidence that service leadership, management and governance assured high-quality, person-centred care; supported learning and innovation; and promoted an open, fair culture. At our last inspection we rated this key question requires improvement. At this inspection the rating has changed to good. This meant the service was consistently managed and well-led. Leaders and the culture they created promoted high-quality, person-centred care.

The service had a shared vision, strategy and culture. This was based on transparency, equity, equality and human rights, diversity and inclusion, engagement, and understanding challenges and the needs of people and their communities. Staff and leaders demonstrated a listening culture and were open to learning and improvements. Equality and diversity within the service was promoted. Staff received training in equality and diversity and policies were in place to support this.
Capable, compassionate and inclusive leaders
The service had inclusive leaders at all levels who understood the context in which they delivered care, treatment and support and embodied the culture and values of their workforce and organisation. Leaders had the skills, knowledge, experience and credibility to lead effectively. They did so with integrity, openness and honesty. There has been a recent change in management at the service, however, this transition did not have an impact on the care people received and the support provided to staff, as the new manager had worked at the service for several years. A relative told us, “[Manager] knows people really well, it’s all gone really smoothly.” The manager demonstrated they had the skills and knowledge to manage the service effectively with the support from the nominated individual.
Freedom to speak up
The service fostered a positive culture where people felt they could speak up and their voice would be heard. A staff member said, “I generally feel encouraged to share concerns openly during team meetings or through feedback channels. Kettonby Care Home has feedback facilities (mostly at seniors and manager level) that actively listen to staff concerns. I believe that this may have contributed to a more positive work culture, and better staff retention.”
Workforce equality, diversity and inclusion
The service valued diversity in their workforce. They work towards an inclusive and fair culture by improving equality and equity for people who work for them. Staff told us they were treated equally and did not experience any discrimination. A staff member said, “We always listen, guide and support each other and all the staff always respect each other, no matter the age or position, everyone is being treated with respect.”
Governance, management and sustainability
The service had clear responsibilities, roles, systems of accountability and good governance. They used these to manage and deliver good quality, sustainable care, treatment and support. They act on the best information about risk, performance and outcomes, and share this securely with others when appropriate. Leaders had effective systems in place to monitor the quality and safety of the service. The manager understood their roles and responsibilities including sharing information with external agencies where required.
Partnerships and communities
The service understood their duty to collaborate and work in partnership, so services work seamlessly for people. They share information and learning with partners and collaborate for improvement. A professional who worked with the service said, “My experiences of Kettonby have always been very positive, they work very well with other services and will seek out advice and support in a timely manner and are accepting of the recommendations if these are made.”
Learning, improvement and innovation
The service focused on continuous learning, innovation and improvement across the organisation and local system. They encouraged creative ways of delivering equality of experience, outcome and quality of life for people. They actively contribute to safe, effective practice and research. The manager demonstrated an openness to learn and try new things. The service worked in partnership with the local authority and attended provider forums where local services meet with the local authority to share learning and new initiatives.
