During our assessment of this key question, we found concerns around the management of the safe recruitment of staff which resulted in a breach of Regulation 19 of the Health and Social Care Act 2008 (Regulated Activities) 2014. People felt safe when being supported by the staff team. People and their relatives felt any concerns could be reported in confidence and would be acted upon.

Staff had received training in safeguarding vulnerable adults and understood their responsibilities to keep people safe. Staff told us they could report any concerning information and would be listened to.

A safeguarding policy was in place. The registered manager understood the reporting processes of the local authority.

People told us they had been involved in any risk planning. People and their relatives were confident that staff knew how to safely support them.

Staff told us they were made aware of any risks associated with care provision by reading the care records and by talking with the registered manager and the people they supported.

Risk assessments were in place to enable staff to support people safely. Moving and handling risk assessments highlighted any risks to the person or staff and how the risk should be reduced.

People told us they were supported by a consistent staff team. People told us, they felt staff were appropriately trained. One person told us, “The staff are adequately trained for the task in hand.” Staff received regular supervision and competency checks of their ability to perform certain tasks such as the safe administration of medicines.

Staff received training to underpin their knowledge of the role.

Further improvements were required to ensure staff were safely recruited. There were examples where newly recruited staff members, full employment histories had not been explored and dates of previous job roles differed from the curriculum vitae and application form. References were not always dated, and we were not assured references had been taken up by the provider when employment commenced.
