During our assessment of this key question, we found concerns around the management of good governance which resulted in a breach of Regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. We also found a breach in Regulation 18 of the Care Quality Commission (Registration) Regulations 2009. You can find more details of our concerns in the evidence category findings below. The providers governance arrangements were not in place to identify shortfalls found during this inspection. This included where; notifications were required, risk assessments were needed, care plans and mental capacity assessments were not up to date or in place, and there was inconsistency in what was being logged as an incident and accident and where safeguarding referrals had not been made. Meetings were held with people to gain their feedback about the service. One person told us, “They have resident’s meetings every three months. I haven’t had a questionnaire. I have no issues or concerns”. Staff told us they felt well supported by the registered manager who was accessible and approachable. Staff had team meetings and supervisions which were an opportunity to share important information with each other and the management of the service. Staff felt seniors and the deputy could benefit from some further leadership training and training in stress management.

Shortfalls found during the inspection were not identified through the providers governance arrangements. This included where notifications and safeguarding referrals were required, where incidents and accidents were not always being logged and some care plans which lacked information on how to support the person with their day to day support and individual risks within a risk assessment. Meetings were held with people to gain their feedback about the service and staff told us they felt well supported by the registered manager who was accessible and approachable. Staff had team meetings and supervisions which were an opportunity to share important information with each other and the management of the service.
