Systems and processes were not robust at ensuring people were protected from abuse as not all incidents where potential abuse had occurred was being escalated where appropriate. The provider’s policy was also not being followed. This is a breach of Regulation 13 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. Staff knew people well and how to support them with their individual needs. Staff had received safeguarding training and knew who to go to if they had any concerns.

Staff knew how to report abuse and they knew people well.

Staff were responsive to supporting people and people felt staff were nice and they could raise any concerns if they needed to. During the inspection people told us they could speak with staff and the management if they needed to.

Process were being followed when people were being deprived of their liberty. Although not all actions were being undertaken to ensure people were safe following certain incidents that placed them at risk of harm. This shortfall has led to the breach of regulation described in the key question commentary above. Improvements were also required where people lacked capacity as this was not always recorded in their care plan or confirmed through a mental capacity assessment and best interest decision.

People felt safe and that the staff were approachable. Comments included, “I feel safe” and “The staff are lovely, if I had issues or concerns I could talk to any of them”. People told us the registered manager was nice and approachable. Comments were, “If I have a problem I would go to (the registered manager)” and “(the registered manager) is quite nice”.
