Safe
Systems were in place to manage safeguarding incidents and staff were trained in safeguarding people from abuse. Safeguarding documentation was completed appropriately. Staff felt confident action would be taken when concerns were raised. Staff described the action they would take. Risk assessments were in place to reduce people's risk of harm. Comprehensive care plans provided a clear overview of people's care needs, risks and holistic needs. Where people had more specialised needs, detailed and appropriate risk assessments were in place. These showed how people were supported to maintain their independence. Sufficient and appropriately trained staff were deployed. Staff received regular supervisions and training. Staff were supported to develop.

Safeguarding
Staff told us people were safe. Staff were confident managers would take appropriate action about concerns raised. A staff member explained, "I would sit and talk to them (person) about it, find out as much as I could and then refer to managers. If there was a problem with them I would go higher."
Systems and processes were in place to ensure people were safeguarded from the risk of abuse. The appropriate authorities were notified when potential concerns were identified. Staff had been trained about the signs of potential abuse.
People told us they felt safe. Comments included, "I feel safe because there are people around", "The staff are really caring, they keep in touch with my family, if you need anything at all they will always help you", and, ""All the staff are kind and there is always someone there if you need them". Another person told us, "If something was not right I would tell them, they (staff) would sort it straight away."
Involving people to manage risks
People told us they were involved in the management of risks. Comments included, "No one says I cannot do anything, no one makes me worry", and "Staff never stop me from doing anything, if I can do it they will support me to do it." People told us staff ask them if they want to be involved in their care plan reviews. One person told us, "Yes, I am very involved." Another person said, "Yes, they (staff) tell you, and they make sure you understand what is happening." Relatives were involved in people's care planning and reviews. One person said, "My family are involved, I am able to make my own decisions but I do like my [family member] to be involved, and they (staff) always do."
Risks to people were identified and assessed. There were monitored and reviewed to ensure risks were managed effectively. Records showed staff were vigilant about monitoring and reporting any changes. Care plans documented how people's individual risks were managed. Risk assessments were focused on the individual.
Staff knew about people's risk assessments. A staff member explained, "They would always look at the least restrictive option, we include people in everything and make sure they are included in every aspect that goes on, if they want to be." Another staff member said, "We work to a least restrictive way, we distract [people] and keep [them] occupied." Another told us, "We do positive risk taking, all other options [are] explored."

Safe and effective staffing
Staff told us there was enough staff to support people safely. One staff member said, "I think they (staffing levels) are really good, everyone gets their needs met." Staff told us they received regular supervisions and appraisals. Staff were supported to develop their skills and experience. A staff member commented, "We have an appraisal and they look at your development needs."
People were supported by consistent, competent and trained staff. Staff received regular supervisions and appraisals. Staffing rotas were managed to ensure people's needs were met. Safe recruitment systems were in place.
People were supported to receive care in a timely manner. Care was unhurried and staff had time to spend with people.
People told us there were enough staff to support them safely. One person said, "They (staff) always come quickly. And if you're waiting a little bit because they are busy they always apologise." People told us they felt staff were trained. One person said, "They (staff) always seem to know what to do."
