Although staffing continued to be a challenge, we saw processes were in place to ensure this could be appropriately escalated, meaning there was no major impact on patients. A new model of pairing service management working alongside quality matrons was working well. Resulting in staff feeling better informed, as they were very visible and accessible on the wards. The service had streamlined recruitment processes which had in part led to the recruitment of several newly qualified nurses. The service had processes in place to learn from other similar services.

Governance, management and sustainability

Leaders told us staffing continues to be a challenge and that shifts are filled at 100% but they will not be more than 1 or 2 staff members short. They told us that there is no major impact on patients with this and is overseen by site management. Leaders told us that the new model of pairing service management working alongside quality matrons was working well. Staff were positive about the impact of the implementation of the Clinical Matron and Service Manager roles. They felt better informed, as both were very visible and accessible on the wards. Staff were involved in a staffing review across the hospital.

An escalation plan was in place for staffing issues; the system still works well and any risks were escalated appropriately and according to policy. Changes in management and leadership were being introduced which added an extra layer of improvement at the service. This included a specific Director of Nursing at the service which would work alongside the other Directors of Nursing in the trust. The service buddied up with the other two high secure hospitals to learn from each other. This included work around culture, staffing, leadership and pharmacy. Managers were pleased to report that a significant number of newly qualified nurses were due to start, which was in part due to more streamlined recruitment processes.
