As part of this assessment, we looked at 2 quality statements for the key question of well-led. These were capable, compassionate, and inclusive leaders and governance, management and sustainability. The management team were experienced and had an understanding of the key principles and focus of the service, based on the organisation's values. The management and staff team demonstrated an open honest and transparent culture, and staff were confident their voices would be heard. There were robust governance arrangements and staff understood their role and responsibilities. The management and staff team worked in partnership with key organisations to support quality care. There were processes in place to ensure that learning happened when things went wrong, and best practice guidance was sought and shared.

Capable, compassionate and inclusive leaders

Staff said the management team were role models and actively sought and acted on the views of people. Staff said, “Managers check on us all the time, we work as a team, so people get the care they need and that is our number 1 priority. “ We received feedback from a healthcare professional involved in people’s care and support. They said,” I can’t fault the care company at all.” Another health professional said, “The managers initiate individual’s care, staff are well supervised, and their competency checked, managers are diligent and very responsive.”

The management team had the experience, capability, and integrity to ensure the smooth running of the service and that risks were well managed. Risk assessments addressed people's diverse needs. Risk management plans were proportionate and centred around the needs of the person. They were regularly reviewed with other health care professionals. Records demonstrated that strategies were in place to make sure that risks were known, anticipated, identified, and managed.

Governance, management and sustainability

Managers told us they worked in close collaboration with the local integrated care boards and when needed followed their advice. For example, they had worked with the integrated care board to improve how they developed people's care plans. This resulted in care plans being detailed, person centred and developed with the person and their family. Managers followed national guidance to ensure their policies and procedures were up to date in line with best practice. The management team clearly worked well together and were supportive to each other’s and staff needs. Staff recruitment records, training and development was up to date and showed a positive learning culture.

The provider had clear policies and procedures in place based on risk, performance and outcomes. The provider had successfully embedded a robust auditing system. This included regular internal audits in areas such as medication, risk management plans, staff training, staff supervision, reviews of people's goals and recruitment records.
