Our view of the service

21 Lucerne Road is a residential care home providing personal care to 3 adult men with a learning disability and/or autism and physical disabilities. The service can support up to 4 people. We carried out our on-site assessment on 16 and 30 April 2024. At the last inspection we found people did not always receive care in a safe environment and risks relating to people’s care had not always been fully assessed. At this inspection some progress had been made to improve the environment and the risk assessment process. We inspected the service following concerns raised about staffing levels. After this inspection the provider ensured there were enough staff to meet people's needs and keep them safe. The provider had improved the care planning process and after this inspection, the provider improved the auditing and monitoring processes. We need to monitor the effectiveness and sustainability of the improvements put in place to ensure they have become embedded. People were supported to have choice and control of their lives and the policies and systems in the service supported this practice. The service gave people care and support in a clean and hygienic home. People were encouraged to do as much as they wanted, to build and maintain their independent living skills. People were supported to see the healthcare professionals they needed to remain healthy. Staff supported people to make day to day decisions about their care and support and people were asked for consent and their preferences. Staff understood the best ways to communicate with people. Staff promoted equality and diversity and respected people's cultural needs. People received kind and compassionate care. Staff protected and respected people's privacy and dignity. The registered manager and staff understood how to protect people from poor care and abuse. Staff understood people well and had worked with them for many years. People and those important to them, were involved in planning their care.

People's experience of this service

People and their relatives were positive about their experiences of living at 21 Lucerne Road. People told us they felt safe and their relatives confirmed this. Comments included, “I am happy because they [family members] are safe. Staff are very kind and help to keep them safe,” and “I am safe here, they care and make sure I am safe,” “I am very glad [family member] is here, I know they are safe and well cared for.” People told us that they could speak to any staff if they had a grumble, felt unhappy or vulnerable. One person said, “I can tell staff anything, they listen and do their best for me.” People and relatives confirmed they had full involvement in the risk assessment and care planning process to ensure they were safe whilst living as they wanted to. People and relatives thought there were enough staff to support people in the way they wished. Comments included, “I think there are enough staff, I have everything I need,” “I don’t have any concerns about staffing.” Throughout the inspection we noted there were 2 staff on duty. People confirmed that they were all treated with respect and supported in their lifestyle choices.
