Safeguarding

The management team had systems and processes in place to ensure people were safeguarded from abuse and harm. The service had a safeguarding policy and this was shared with new clients when they started using the service so that they knew how to report any safeguarding concerns. The management team were aware of their obligations to report any safeguarding concerns to the local authority safeguarding team, to notify the CQC, and to be open and honest with people.

Staff completed safeguarding adults training when they joined the service and this training was refreshed annually. Staff had an understanding of what safeguarding means and knew the procedure for reporting any safeguarding concerns to the management team. Staff understood what whistleblowing meant and felt they would be confident in reporting if they needed to.

Involving people to manage risks

There were processes in place to assess risks to people’s safety. Risk assessments were available in people’s care records which detailed how staff should support people to optimise health and safety. These were regularly reviewed and updated in line with people’s needs.

Staff were knowledgeable about the people they supported and the level of support they required to stay safe. People's needs were assessed when they were taken on by the service. This included an assessment of any risks, such as risk of falling, nutritional risk, behavioural risk and also risks posed by their environment, such as access, smoking and risks posed by pets. Risk assessments were reviewed when a person's circumstances changed. The service identified during a review that one persons needs had changed and they had contacted the local authority and his care package was increased from 1 staff member to 2.

People felt safe. One person said, “The care worker comes twice a day. The same lady usually supports me and I feel very safe with her.” People and their relatives told us staff ensured they were safe and their welfare was protected. Another person said, “They are always kind and careful with me. I walk with a walking frame.” People told us that care staff were reliable, consistent and they did not feel the care was rushed.

Safe and effective staffing

Score: 3

There were enough staff employed to manage the workload effectively. The live care planner system allowed the office staff to monitor when care staff logged in and out at clients' homes and to monitor the length of time staff stayed with people. Recruitment processes were robust and appropriate checks were completed when new staff were employed. This included 2 references and a Disclosure and Barring check. All new staff completed an induction, mandatory training and a period of shadowing before working independently. Training compliance was monitored by the management team.

People gave positive feedback about the staff. One person told us, “I have good interaction with the care staff. They are all very friendly, helpful, and kind. They know what they are doing.” A relative said “My sister has a good relationship with the care staff. They are very nice and they do their work patiently.”
