We found people’s needs were assessed and care plans and risk assessments were reviewed. People’s rights were respected and this included the right to make unwise decisions.

Assessing needs

Most staff said they were not directly involved in formal assessments of people’s needs. Their role was to inform the seniors and managers of changes to people’s needs so that care plans and risk assessments could be updated. One staff member said, “It is important to consider compatibility when considering new people moving into a care setting and it is important to involve families.” This same staff member was particularly proud of how the team had supported someone to move into the home.

The provider had systems in place to review and update care plans as people's needs changed and relatives were involved where appropriate. Care plans detailed what was important to people and information sharing was clear. Referrals were made when needed.

People experience support to make decisions in ways that suited their communication needs. For example, we observed one person being shown visual options for their breakfast and them communicating to staff through eye movement. We observed staff offering choices to access the community and allowing people time to make decisions.

Staff had a good understanding of people’s rights. This was demonstrated during the tour of the building at the start of the assessment. A staff member informed the inspector that they would not be showing them the bedrooms of the people who were not home because their consent had not been sought. Staff were able to explain how people communicated and how they gained consent.

Staff received training in the Mental Capacity Act which helped ensure they understood the principles of the act and put the training into practice.
