Condition of this registration relating to carrying out this regulated activity
By 4pm on 13 August 2020 the registered provider must implement an effective system to ensure the safety and effectiveness of subcontracted private ambulance services and their staff, including monitoring and supervision by the provider.
The registered provider shall report to the Care Quality Commission monthly commencing from 13 August 2020, providing:
a. The actions taken to ensure that the system is implemented and is effective.
b. Action taken to ensure the system is being audited, monitored and continues to be followed.
c. The report should include results of any monitoring data and audits undertaken that provide assurance that an effective system is in place.
By 4pm on 13 August 2020, the registered provider must undertake a review of systems in place to protect staff and patients from inappropriate behaviours including sexual harassment and sexual assault. This review must include consideration of:
i. the extent of the issue across the organisation;
ii. how to prevent recurrences of issues in the organisation;
iii. steps which have been taken to disseminate information about what constitutes as inappropriate behaviours, sexual harassment and sexual assault; and
iv. whether there are sufficient mechanisms in place for staff and patients to report incidents including those related to sexual harassment and sexual assault.
a) By 4pm on 13 August 2020, the registered provider shall report to the Care Quality Commission on the findings of its review under 6.
b) By 4pm on 20 August 2020, the registered provider must incorporate the findings of its review under 6 into its systems to protect staff and patients from inappropriate behaviours including sexual harassment and sexual assault and provide the Care Quality Commission with a report setting out any changes which have been made.
c) Commencing from 10 September 2020 and thereafter on a monthly basis, the registered provider shall provide the Care Quality Commission with a report setting out:
i. The actions taken to protect staff and patients from inappropriate behaviours.
ii. Any reviews, audits or monitoring of the effectiveness of action taken to protect staff and patients from inappropriate behaviours.
iii. Cases where allegations of sexual harassment, inappropriate behaviour and sexual assault have been made and actions taken to protect staff and patients in these individual cases.
By 4pm on 13 August 2020, the registered provider must implement a system to ensure there are effective processes in place to manage concerns, grievances and disciplinaries. These processes must ensure that the Human Resources (HR) team has oversight of any grievances and disciplinaries raised, even if they have been dealt with informally, and also carries out monthly audits.
The registered provider shall report to the Care Quality Commission monthly, commencing from 13 August 2020, providing:
a. Evidence that the system has been implemented and is effective.
b. Copies of audits and data monitoring undertaken by HR to ensure that the correct processes have been followed where concerns, grievances and disciplinaries have been raised.
