All Inspections

8 April 2014

During a routine inspection

At the time of our inspection there were nine people using the service. People were not able to verbalise their views to us and therefore we carried out observations of the support they were receiving to understand their experience of using the service. We spoke with the manager of the service and four members of staff during the inspection.

We considered our inspection findings to answer questions we always ask;

Is the service safe?

Is the service effective?

Is the service caring?

Is the service responsive?

Is the service well-led?

This is a summary of what we found-

Is the service safe?

People had been cared for in an environment that was safe, comfortable and well maintained. There were systems in place to ensure that risks were kept to a minimum and that repairs were made quickly. There were enough staff on duty to meet the needs of the people living at the home and a member of the management team was available on call at all times in case of emergencies.

CQC monitors the operation of the Deprivation of Liberty Safeguards which applies to care homes. Whilst at the time of our inspection no applications had needed to be submitted, policies and procedures were in place to ensure the provider would protect people's rights. Relevant staff had been trained to understand when an application should be made and how to submit one.

Is the service effective?

The provider had systems in place for regularly checking the quality and safety of the service. This included making regular checks to ensure that people were receiving the care their plan said they needed. The manager carried out observations of the support people received to check it was effective.

Is the service caring?

People were supported by kind and attentive staff. We saw that people were treated with respect and supported in a way that encouraged them to be as independent as possible and to have a say in how their care was provided.

Is the service responsive?

People had an assessment of their needs and a care plan that ensured these needs were met. We saw that staff understood how to deliver the care people's plans said they needed. Records showed that people met with their key workers each month to discuss what was important to them. Records confirmed people's preferences, interests, aspirations and diverse needs had been recorded and care and support had been provided in accordance with people's wishes. People had access to activities that were important to them and were encouraged to maintain and develop their skills and independence.

Is the service well-led?

Staff told us they were clear about their roles and responsibilities and that they felt they were given the support they needed to carry out their roles. The manager of the service had a development plan for the service to ensure continuous monitoring and improvement.
