Dr D O’Flynn is located at Chelsea Consulting Rooms, 2 Lower Sloane Street, London, SW1W 8BJ in the London borough of Kensington and Chelsea. The service is an independent health consulting doctor, the service does not see NHS patients.

The provider is registered with the Care Quality Commission (CQC) to deliver the regulated activities of treatment of disease, disorder or injury, and diagnostic and screening procedures.

The service is primarily a GP service for patients in lieu of NHS General Practice. The service consults patients with long term conditions, although much of the care and monitoring of these patients is managed at secondary independent healthcare providers.

The provider primarily provides services to patients within the borough of Kensington and Chelsea, and the surrounding areas. The service is based within a larger building in which a number of other independent healthcare providers are based. The reception staff are employed by and provided to other services by the building owner.

The service operates on Monday to Friday from 9am until 5pm. The service does not formally provide a service outside of these hours. All consultations on site are with the lead GP. Other than the lead GP, the service employs a secretary and office administrator.

These questions therefore formed the framework for the areas we looked at during the inspection.

We carried out an announced comprehensive inspection of Dr D O’Flynn on 12 April 2023. This was the first CQC inspection of this location.

The sole clinician working for the company who works as a GP at the service is the registered manager. A registered manager is a person who is registered with the Care Quality Commission to manage the service. Like registered providers, they are ‘registered persons’. Registered persons have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated Regulations about how the service is run.

Our key findings were:

  • The service provided care in a way that kept patients safe and protected them from avoidable harm.
  • Patients received effective care and treatment that met their needs.
  • Staff dealt with patients with kindness and respect and involved them in decisions about their care.
  • The service organised and delivered services to meet patients’ needs. Patients could access care and treatment in a timely way.
  • The way the service was led and managed promoted the delivery of high-quality, person-centre care.

The service should:

  • Review training provision for information governance.
