The registered manager and compliance manager met with us in an on-line meeting on 17 April 2024, having previously provided specific information to CQC. The service was well led by a motivated and committed registered manager supported by a stable team of staff. The robust systems and processes in place enabled the provider to monitor the quality of the service provided. Audits were regularly carried out by the registered manager. If any untoward incidents or accidents occurred, they were reported, recorded and action was taken to help reduce re-occurrence. The service was fully staffed. The provider sought the views of people, relatives, staff and professionals who worked with the service. Feedback was very positive. The staff were well supported to meet people’s care and support needs. Appropriate training had been completed by staff to enable them to have the knowledge and skills to meet people’s needs. The service worked closely with external agencies, often in an emergency, to provide effective support to people when required.

The registered manager regularly sought the views and experiences of people regarding the quality of the service provided. People who received a service from Care Plus Devon Ltd commented, “I am very happy with my care, my carer is always nice and asks me what I want” and "I am really satisfied with the care you provide for me, the staff are always very kind and caring. The managers are always on the end of the phone if I need them". Relatives commented, "The care (Person’s name) has received has been impeccable” and “They are treated with dignity and respect. We could not wish for more.” Staff commented, “I love working for Care Plus, they really support us,” “Busy weekend but so worth it all knowing everyone is safe and looked after” and “I honestly don’t know what I would have done when (Person’s name) was ill. The manager has become invaluable to us as a family, so reassuring. All the carers have been kind, helpful, respectful and reliable.” External agencies commented, “The registered manager and team are very knowledgeable and skilled” and “I have dealt with Care Plus for several years and always found them to be polite.”

The registered manager had been in post since September 2023. Many new processes and systems had been set up since then. The service was in the process of changing from one system of electronic record systems to another. The registered manager and compliance manager had good oversight of the quality of the running of the service provided. Regular audits completed included care records, staff training and compliance with the regulations. Staff were provided with support informally throughout their shifts, on a daily basis, due to the dynamic nature of domiciliary care and changes in requirements. The service provided day and overnight care and support and worked closely with the local authority and emergency services to provide emergency support at very short notice when people were in need of urgent care. The supervision records provided to CQC by the registered manager did not show historical supervisions, only the date of the last one provided. This meant we could not be assured that the service was providing supervision in line with their policy. We discussed this during the assessment, and we were provided with assurances from the registered manager that this will be addressed immediately. Staff were provided with appropriate training to enable them to meet people’s needs.
