During an inspection looking at part of the service

We undertook a follow up focused inspection of Hollins Road Dental Practice on 7 September 2023. This inspection was carried out to review the actions taken by the registered provider to improve the quality of care and to confirm that the practice was now meeting legal requirements.

The inspection was led by a CQC inspector who had remote access to a specialist dental advisor.

We had previously undertaken a focused inspection of Hollins Road Dental Practice on 13 June 2022 under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We found the registered provider was not providing well-led care and was in breach of regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

We found this practice was providing well-led care in accordance with the relevant regulations.

The provider had made improvements in relation to the regulatory breach we found at our inspection on 13 June 2022.

Background

Hollins Road Dental Practice is in Oldham and provides NHS and private dental care (including private orthodontics) and treatment for adults and children.

A ramp is available for wheelchair users to access the reception and ground floor surgery. Car parking spaces, including dedicated parking for people with disabilities, are available near the practice.

The dental team includes 2 dentists, 4 dental nurses (one of which manages the practice), 1 dental therapist and a receptionist. The practice has 2 treatment rooms.

During the inspection we spoke with 2 dentists, 1 dental nurse, the receptionist and the practice manager. We looked at practice policies, procedures and other records to assess how the service is managed.

The practice is open:

Monday to Thursday 9am-5.30pm

Friday 9am-4pm

During an inspection looking at part of the service

We carried out this announced focused inspection on 13 June 2022 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered practice was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a Care Quality Commission, (CQC), inspector who was supported by a specialist dental adviser.

To get to the heart of patients’ experiences of care and treatment, we usually ask five key questions, however due to the ongoing COVID-19 pandemic and to reduce time spent on site, only the following three questions were asked:

• Is it safe?

• Is it effective?

• Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

  • The dental clinic appeared to be visibly clean and well-maintained.
  • The practice’s infection control procedures should be improved to reflect published guidance.
  • Staff knew how to deal with medical emergencies. Not all the appropriate medicines and life-saving equipment were available.
  • The practice systems to help them identify and manage risk to patients and staff were not effective.
  • Safeguarding processes were in place and staff knew their responsibilities for safeguarding vulnerable adults and children.
  • The staff recruitment procedures did not reflect current legislation.
  • The clinical staff provided patients’ care and treatment in line with current guidelines. The documentation of this could be improved.
  • Patients were treated with dignity and respect and staff took care to protect their privacy and personal information.
  • Staff provided preventive care and supported patients to ensure better oral health.
  • Staff felt involved and supported and worked as a team.
  • Staff and patients were asked for feedback about the services provided.

  • Establish effective systems and processes to ensure good governance in accordance with the fundamental standards of care.

There were areas where the provider could make improvements. They should:

  • Improve the practice protocols regarding auditing dental care records to check that necessary information is recorded.

  • Take action to ensure audits have documented learning points and the resulting improvements can be demonstrated.

We carried out this announced focused inspection on 25 November 2020 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered provider was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations and to review in detail the actions taken by the registered provider to improve the quality of care to confirm that the practice was now meeting legal requirements. The inspection was led by a Care Quality Commission, (CQC), inspector who was supported by a specialist dental adviser.

As part of this focused inspection we asked the following questions:

The dental team includes three dentists, three dental nurses (one of which is a trainee) who also undertake administrative and reception duties, a dental hygienist and a practice manager. The practice has two treatment rooms.

The practice is owned by a partnership and as a condition of registration must have a person registered with the CQC as the registered manager. Registered managers have legal responsibility for meeting the requirements in the Health and Social Care Act 2008 and associated regulations about how the practice is run. The registered manager at Hollins Road Dental Practice is one of the partners.

During the inspection we spoke with two dentists, two dental nurses and the practice manager. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open: Monday to Friday 9am to 5:30pm.

Our key findings were:

  • The practice appeared to be visibly clean and well-maintained. Structural and decorative improvements had been made to the premises.
  • The provider had infection control procedures which reflected published guidance.
  • Staff knew how to deal with emergencies. Appropriate medicines and life-saving equipment were available.
  • The provider had systems to help them identify and manage risk to patients and staff. Improvements could be made to the systems to manage the risks from hazardous substances, staff immunity and systems to receive safety alerts.
  • The provider had safeguarding processes and staff knew their responsibilities for safeguarding vulnerable adults and children.
  • The provider had improved staff recruitment procedures which now reflected current legislation.
  • The clinical staff provided patients’ care and treatment in line with current guidelines.
  • Staff treated patients with dignity and respect and took care to protect their privacy and personal information.
  • Staff provided preventive care and supported patients to ensure better oral health.
  • The provider had effective leadership. Governance systems including practice policies would benefit from updating.
  • Staff felt involved and supported and worked as a team.
  • The provider had implemented standard operating procedures in line with national guidance on COVID-19.

There were areas where the provider could make improvements. They should:

  • Improve the practice's processes for the control and storage of substances hazardous to health identified by the Control of Substances Hazardous to Health Regulations 2002, to ensure risk assessments are undertaken and the products are stored securely.

  • Take action to ensure that all clinical staff have adequate immunity for vaccine preventable infectious diseases.

  • Improve the practice’s arrangements for ensuring good governance and leadership are sustained in the longer term. In particular, reviewing and updating practice policies.

We carried out this unannounced focused inspection on 28 February and 2 March 2020 in response to information of concern and under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered provider was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a Care Quality Commission, (CQC), inspector who was supported by a specialist dental adviser.

As part of this focused inspection we asked the following questions:

The registered manager at Hollins Road Dental Practice is one of the partners.

During the inspection we spoke with one dentist, an agency dental nurse and a temporary receptionist. We spoke with the registered manager and the practice manager on the telephone. On the second day we spoke with the registered manager, a dentist and the practice manager. We looked at practice policies and procedures and other records about how the service is managed.

The practice is open:

Monday to Friday 9am to 5:30pm

Our key findings were:

  • The practice was not visibly clean, tidy or well-maintained. This had improved significantly when we returned on the second day.
  • The provider had infection control procedures which reflected published guidance but improvements were needed to ensure staff followed these.
  • Staff knew how to deal with emergencies. Appropriate medicines and life-saving equipment were available.
  • The provider did not have systems to help them manage risk to patients and staff.
  • The provider had safeguarding processes and staff knew their responsibilities for safeguarding vulnerable adults and children.

We identified regulations the provider was not complying with. They must:

  • Maintain appropriate standards of hygiene for premises and equipment.
  • Establish effective systems and processes to ensure good governance in accordance with the fundamental standards of care.

There were areas where the provider could make improvements. They should:

  • Improve the practice's protocols and procedures for the use of X-ray equipment in compliance with The Ionising Radiations Regulations 2017 and Ionising Radiation (Medical Exposure) Regulations 2017 and taking into account the guidance for Dental Practitioners on the Safe Use of X-ray Equipment.
