During an inspection in response to concerns

We carried out this inspection in response to concerns made by one person about the agency. Concerns were raised with regard to reliability of the service and conduct of staff.

We visited the agency's office and spoke with the provider. They told us their staff were supporting 26 people with personal care needs. We telephoned three people receiving personal care and also received comments from one additional relative speaking on behalf of their family member. We also spoke with the community nursing team working in collaboration with the agency to deliver care services to people.

We found people were receiving attentive care based on their assessed needs. Staff were appropriately vetted at the point of recruitment and supervised in their work thereafter. The provider had arranged for staff to receive suitable training for their job roles. People told us the provider was approachable and records showed complaints were listened to and addressed to improve the service.

During a routine inspection

Reliable Care Devon registered with the Commission in January 2013. This was the first inspection visit. The inspection was announced at short notice to ensure staff were available at the registered office. At the time of our visit the agency provided support with personal care to approximately 20 people living in their own homes.

We spoke by phone with three people and three relatives. One person said, "excellent service, I can't fault it", another said, "I am really happy with them". A third person said, "the carers are very good." One relative told us, 'the girls are very good with X.' An additional relative contacted CQC directly with concerns. Although CQC does not investigate individual complaints we looked at general issues raised in the concerns and found problems at the time of the concerns had been addressed.

We visited the agency office and spoke to the registered manager, looked at the agency's systems and viewed a selection of records. We spoke with four staff (three care workers and the manager) and asked them about how they supported people and their experience of working for the agency. We found people were involved in their needs assessments and in making choices about their care. The provider was developing a robust system to ensure suitable staff were employed with the skills and personal attributes to meet the needs of existing clients.

The agency met the five standards we inspected.
