Letter from the Chief Inspector of General Practice

We carried out an announced comprehensive inspection of this practice on 26 February 2016. A breach of legal requirements was found. After the comprehensive inspection, the practice wrote to us with an action plan to say what they would do to meet legal requirements in relation to:

• Regulation 19 HSCA (RA) Regulations 2014 Fit and proper persons employed.

We undertook this focused inspection to check that they had followed their action plan and to confirm that they now met legal requirements. This report only covers our findings in relation to those requirements. Our key findings were as follows:

• The practice had addressed the issues identified during the previous inspection. Disclosure and Barring Service (DBS) checks had been completed for all necessary staff.

We carried out an announced comprehensive inspection at Kenmore Medical Centre on 26 February 2016. Overall the practice is rated as good.

Our key findings across all the areas we inspected were as follows:

• There was an open and transparent approach to safety and an effective system in place for reporting and recording significant events.
• Risks to patients were assessed and well managed.
• Staff assessed patients’ needs and delivered care in line with current evidence based guidance. Staff had the skills, knowledge and experience to deliver effective care and treatment.
• Staff files lacked evidence of necessary checks required to show safe recruitment and selection procedures. Some files lacked any evidence of Disclosure and Barring Services (DBS) check and or evidence of reference checks.
• Patients said they were treated with compassion, dignity and respect and they were involved in their care and decisions about their treatment.
• Information about services and how to complain was available and easy to understand.
• Patients said they found it easy to make an appointment with a named GP and that there was continuity of care, with urgent appointments available the same day.
• The practice had good facilities and was well equipped to treat patients and meet their needs.
• There was a clear leadership structure and staff felt supported by management. The practice proactively sought feedback from staff and patients, which it acted on.

The areas where the provider must make improvement are:

• Take action to ensure its recruitment policy, procedures and arrangements are improved to ensure necessary employment checks are in place for all staff and the required information in respect of workers is held.

The areas where the provider should make improvement are:

• Review arrangements for the security of blank loose-leaf prescriptions.
