During an inspection looking at part of the service

At our last inspection on 27 September and 1st October 2013 we found the provider had not taken reasonable steps to protect vulnerable children and adults from the risk of abuse. There were no policies or procedures in place to provide guidance to staff about what action to take if they believed a child or an adult was at risk of neglect or abuse. Staff had not received training to help them recognise, prevent and report abuse.

At our inspection on 29 April 2014 we found the provider was meeting this essential standard. Reasonable steps had been taken to protect vulnerable children and adults from abuse. Managers had put in place policies and procedures to support the safeguarding of children and adults. Staff had received relevant training and they were clear about what to do if they were concerned about an individual.

We did not speak to people using the service as part of this inspection because of the nature of the compliance actions we were following up.

The senior partner was awaiting the outcome of their application to become the Registered Manager.

During a routine inspection

People who use the service understood the care and treatment choices available to them. The doctors we spoke with told us they would give patients information regarding their condition and possible treatment options in a way they could understand.

One person we spoke to told us 'they take on board what I say about any research I've done for myself about my condition.'

Patients we spoke with told us they were happy with the care they received. Comments included 'They give me enough information and listen to what I say.' Another said 'I haven't seen my usual doctor for some time now, I see a different one at each visit, but I don't mind as they all give me time and explain what's wrong.'

People who use the service were not protected from the risk of abuse, because the provider had not taken reasonable steps to identify the possibility of abuse and prevent abuse from happening. The practice did not have any safeguarding policies in place.

Staff received appropriate professional development. The practice manager told us staff received annual appraisals where they had an opportunity to discuss their work and discuss any training requirements.

People were made aware of the complaints system. When people registered they were given an information leaflet outlining how to make a complaint.
