Our view of the service

We completed an assessment on Adejom Staffing Care between 8 and 10 March 2024. The provider was not always open and transparent during the assessment; they did not allow us access to their care planning system and did not produce evidence requested during the assessment. Care plans and risk assessments were not sufficiently detailed to inform staff how to mitigate risks to people. People had not been safeguarded from the risk of abuse. Incidents were not always reported, investigated and improvements implemented. There were not systems and processes in place to ensure people received their medicines safely. Staff had not received the training required to enable them to support people safely. Staff had not been recruited following safe recruitment processes. People did not receive person centred care. Care plans and risk assessments were not personalised and in some cases contained the wrong name, or gender of the person. The provider was unable to evidence people’s needs were assessed and other healthcare professionals were included in people’s care when required. The provider failed to assess people’s capacity to make decisions. The provider had failed to identify the urgent and serious, widespread concerns that were identified during the assessment. There was a lack of oversight of the service and systems were not in place to ensure people received good quality care and support. We identified 9 breaches of the legal regulations in relation to person centred care, need for consent, safe care and treatment, safeguarding, good governance, staffing, fit and proper persons employed, requirement to display and notification of other incidents. Following the inspection, we took immediate action to restrict admissions to Adejom Staffing Care. We took urgent enforcement action and suspended the registration as a service provider in respect of the regulated activity of personal care.

People's experience of this service

People’s experiences of the service were poor. While some people and relatives we spoke to expressed that they were generally happy with their care, our assessment found care did not meet the expected standards. Some relatives told us they received very little feedback from Adejom Staffing Care, and they were not kept up to date with their loved one’s health. People and their relatives told us they were not sure staff had the training they needed to support people with their health conditions for example dementia care. Relatives told us their loved ones did not always receive person centred care specific to their needs. A relative said, “Staff were there doing what they had to and it was bare minimum, it seemed like the staff didn’t want to be doing it.” Some relatives told us staff did not have strong enough English skills to support people.
