Warwick Road Surgery is registered with the Care Quality Commission to provide primary care services. The practice is located in the city of Carlisle in Cumbria.

The practice provides services to around 5,545 patients from one location: 65 Warwick Road, Carlisle, Cumbria, CA1 1EB. We visited this address as part of the inspection.

The practice changed provider in September 2017 to become part of SSP Health GPMS Ltd. Staff at the practice comprises two GPs (one female, one male), a nurse practitioner (female), two practice nurses (both female), one healthcare assistant, a practice manager and a team of administrative and reception staff. There were additional staff who worked for SSP who supported the practice, including a clinical director and a regional manager.

The practice is part of North Cumbria clinical commissioning group (CCG). The practice population roughly matches the national average in terms of age distribution. Information taken from Public Health England placed the area in which the practice is located in the fourth most deprived decile. In general, people living in more deprived areas tend to have greater need for health services. Life expectancy for both male and females is slightly below local and national averages (female – 81 compared to the CCG average of 83, and male – 77 compared to the CCG average of 79).

The practice is located in a converted two-storey building. Patient facilities are on the ground and first floors. There is no dedicated car parking at the site however; there is parking in the streets surrounding the surgery. There is a disabled WC and step-free access.

Opening hours are between 8am and 6.30pm Monday to Friday. A duty doctor is available each afternoon until 6.30pm. Patients can book appointments in person, on-line or by telephone. From October 1st, extended access appointments in the evenings and weekends are available at a nearby “hub”.

The practice provides services to patients of all ages based on a General Medical Services (GMS) contract agreement for general practice.

The service for patients requiring urgent medical attention out of hours is provided by the NHS 111 service and Cumbria Health on Call Limited (CHoC).

We carried out an announced comprehensive inspection at Warwick Road Surgery on 24 September 2018 as part of our inspection programme.

At this inspection we found:

  • The practice had made a number of changes since changing provider in September 2017.
  • The practice had clear systems to manage risk so that safety incidents were less likely to happen. When incidents did happen, the practice learned from them and improved their processes.
  • The practice routinely reviewed the effectiveness and appropriateness of the care it provided. It ensured that care and treatment was delivered according to evidence- based guidelines.
  • Staff involved and treated patients with compassion, kindness, dignity and respect.
  • Patients found the appointment system easy to use and reported that they were able to access care when they needed it.
  • Staff told us they felt supported during the change of provider.
  • There was a strong focus on continuous learning and improvement at all levels of the organisation.
