Background to this inspection

Updated 19 October 2018

Windermere Road Surgery, 109-111 Windermere Road, Middleton, Manchester, M24 5WF provides commissioned services under the Personal Medical Services (PMS) contract within the Heywood, Middleton and Rochdale Commissioning Group area.

The practice was previously a partnership of two GPs until the senior partner recently retired making it a singlehanded practice.

The practice website is www.windermereroadsurgery.co.uk

The practice is responsible for providing treatment to approximately 2264 registered patients and offers services that include meningitis provision, the childhood vaccination and immunisation scheme, facilitating timely diagnosis and support for people with dementia, influenza and pneumococcal immunisations, patient participation, rotavirus and shingles immunisation, unplanned admissions and contraceptives.

Data shows that the age profile of the practice population is broadly in line with the CCG and national averages and that 91% of patients are from a white ethnic group.

Information taken from Public Health England placed the area in which the practice is located as one on the deprivation scale of one to ten. (The lower the number the higher the deprivation). In general, people living in more deprived areas tend to have greater need for health services.

The practice consists of one lead GP, two female, long term locum GPs, one practice nurse who retired from the practice and has returned to provide support to a new practice nurse who is shared with one buddy practice. The clinical team is supported by a practice manager, an office manager and a team of administration and reception staff.

Are services responsive? – Good

Are services well-led? - Good

We carried out an announced comprehensive Windermere Road Surgery on 4 September 2018. as the provider re-registered with CQC when he became a single handed practice.

At this inspection we found:

  • The practice had clear systems to manage risk so that safety incidents were less likely to happen. When incidents did happen, the practice learned from them and improved their processes.
  • The practice routinely reviewed the effectiveness and appropriateness of the care it provided. It ensured that care and treatment was delivered according to evidence- based guidelines.
  • Staff involved and treated patients with compassion, kindness, dignity and respect.
  • Patients found the appointment system easy to use and reported that they were able to access care when they needed it.
  • There was a focus on continuous learning and improvement at all levels of the organisation.
  • The practice, with other practices in the Clinical Commissioning Group and the wider NHS, had receptionists who were trained as care navigators who signposted patients to the right person at the right time across a variety of health services.

The areas where the provider should make improvements are:

  • Improve the management of the repeat prescribing of medicines including high risk medicines.
  • The practice should carry out a risk assessment and consider its emergency drug and medical items stock.
