During an inspection looking at part of the service

After the last inspection in April 2013 we found the service was non compliant in five outcomes. The service was asked to send us a report saying what action they were going to take to achieve compliance. We carried out this inspection to check whether the service had completed these actions. We found the service had completed an action plan and achieved compliance.

The registered manager showed us evidence that all staff had completed safeguarding adults training. This showed that the provider had made suitable arrangements to ensure that staff were able to respond appropriately in the event of any allegations of abuse.

At this inspection we found that the service did have an effective recruitment and selection procedure in place. A Disclosure and Barring check had been completed for all staff working at the service.

We found that staff had received appropriate training to enable them to deliver support to people using the service safely and to an appropriate standard. We found that staff had received regular supervision sessions.

At this inspection we found the service had an effective complaints system in place. The service had provided people or their representative with information about how to make a complaint.

We found that people's records had been reviewed and each person had a support plan in place.

During a routine inspection

We spoke with two people and they told us that they were treated with respect and that their opinions were sought so they were involved in decisions and that they had choice. Their comments included "Staff are really supportive." "I am treated like an adult."

Two relatives we spoke with made positive comments about their relative's care and the staff. Their comments included: "I would recommend the service." "Really good service."

We found the action that some staff would take in response to allegations of abuse was not appropriate for people who used the service. The service was non compliant with this outcome area.

We found that the service did not have an effective recruitment and selection procedures in place. The service was non compliant with this outcome area.

We found that staff were not properly supported to provide care and treatment to people who used the service. The service was non compliant with this outcome area

We found that the service had not provided people who used the service or their representatives with information about how to make a complaint. The service was non compliant with this outcome area.

We identified a number of issues relating to the records in place at the service. Whilst there was no evidence to suggest that these issues had negatively impacted upon people, there was a risk that the lack of completed records could result in people not receiving appropriate care and treatment.
