During an inspection looking at part of the service

This was a follow up visit to review improvements related to staffing levels, quality monitoring, and record keeping. We had identified shortfalls on these matters at our previous inspection in June 2013.

It was not possible to interview the people who lived at this home due to their special communication needs, but we made observations throughout the visit and concluded that residents were well cared for.

We reviewed the three areas noted above and found that the provider had made improvements. This service was therefore compliant on the three outcomes we reviewed.

There is a new manager at this home and they are in the process of becoming registered with CQC. The manager named on the front of this report is currently de-registering with CQC.

During an inspection looking at part of the service

This was a follow up visit to check on improvements since our last inspection in November 2012. At that time more work was needed on care records and quality assurance monitoring.

During our return visit in June 2103 we met all three current residents. It was not possible to interview the people who lived at this home due to their special communication needs, but we observed them throughout the visit, noted how staff interacted with them, and how their needs were met. We spent time in the kitchen/dining area, as this was where two of the three residents had chosen to sit in the afternoon.

We noted there was a friendly and homely atmosphere at Gloucester Crescent. People's care and welfare needs were anticipated and addressed by staff and residents appeared to be comfortable with the support they received. The three staff we interviewed were very knowledgeable on the needs of the people who lived at the home, and supported them in a sensitive way. We noted that when residents had any requests or concerns they knew who to approach, and we saw staff addressed people's needs in a timely way.

However, we also noted that some care records and risk assessments had not been updated and the senior staff did not appear to have sufficient time to deal with administrative and managerial tasks as well as the significant needs of the residents.

During a routine inspection

During our visit we met all three of the current residents. Whilst people who lived at the service were not able to take part in structured interviews, we did observe them throughout our visit, noted how staff interacted with them, and saw how their needs were met.

We noted some very positive interactions between staff and the residents. Staff treated residents respectfully and offered them choices in their daily lives.

People had their needs met in a timely way, and were seen to approach staff if they needed further assistance. We saw that staff anticipated people's needs in relation to their care and wellbeing.

We spoke with two staff and the manager and they were all knowledgeable about the needs of the current residents, though care records were not all up to date. People were kept safe and staff had a good knowledge of safeguarding procedures.

Training records showed that staff were up to date with the relevant training.

Quality assurance processes were well developed at this service, but further work was needed in this area.
