We assessed the following quality statements: Independence, choice and control. People provided mixed feedback about how staff supported their independence and choices. People were involved in planning their care as much as they were able.

Independence, choice and control

People provided mixed feedback about how staff supported their independence and supported them to have choice and control over their own care. Some people told us staff did not provide people with enough choice. For example, one person’s relative said, “I buy a variety of food for [name of person] and ask carers to give them different things, but they don’t they give [name of person] the same things.” Another person’s relative said, "Some carers are able to cope with [name of person] questions and anxiety levels more than others, but they are all kind. I have heard a carer talking with them about staying in bed and they were very gentle with her. They can't force her after all, but they did point out [person] might want to get up when they were not there and were concerned for their safety." Some people spoke positively about the support they received from staff. One person’s relative said, “The staff have got to know [family member] and encourage her to do what she can for herself but support her with what she can’t do”.

Staff told us how they supported people to maintain their independence. Staff described how they encouraged people to use equipment to enable them to be as independent as possible for example, walking frames and commodes. Staff confirmed people's risks were discussed with them and people were supported to make their own choices and decisions about their care. For example, allowing people the opportunity to do things by themselves and only assisting them when needed.

Although people were asked about their needs and wishes during the assessment process. Care plans contained limited information about people’s goals and aspirations or how people could be supported to maintain and grow their independence. Daily care records contained limited detail to show how people were supported to make their own choices and be more independent. We saw staff had recorded in one person’s daily care record that they had been supported to access the shops and do their own shopping. People were asked to sign their care plans to demonstrate their involvement and agreement to the support in place.
