Our view of the service

Hyne Town House was registered at the time of our assessment to provide accommodation to a maximum of 45 people who require support with personal care. This assessment was conducted to follow up on a warning notice issued for breaches of regulation following the last inspection in March 2023. At the time of this assessment there were 31 people living at the service. The assessment was completed between 29 May and 2 July 2024. Site visits to gather peoples’ experiences and observe care practices were carried out on 29 and 30 May 2024. We looked at 14 quality statements; involving people to manage risks, safe environments, safe and effective staffing, medicines optimisation, monitoring and improving outcomes, consent to care and treatment, person centred care, providing information, listening and involving people, planning for the future, capable, compassionate and inclusive leaders, freedom to speak up, governance, management and sustainability and partnerships and communities. During the assessment we found the service needed to make improvements and there were continued breaches of regulation in relation to safe environments, consent to care and treatment and the providers quality assurance and governance systems. Improvements were also required in how the service managed people’s medicines. Since the last inspection in March 2023 the service had improved in relation to providing personalised care and care was now delivered in a way that ensured people did not become socially isolated.

People's experience of this service

People told us they felt safe living at Hyne Town House, staff knew them well and how to meet their needs. We observed staff were attentive to people and supported people safely. People’s individual risks had been identified and care plans and risk assessments described the care people required. However, whilst staff knew how to care for people and manage risk, some care plans could be improved further to ensure staff had all of the information they needed to provide safe care. People who were able to share their views, told us staff always gave them choices and asked them what they wanted to do. However, some people's care records did not always show their consent and/or views had been sought in relation to decisions being made on their behalf. People had no concerns about their living environment or safety of the premises. However, whilst people told us they were happy with their environment and they felt safe, not all areas of the service met the expected standards. People told us staff made sure they received their medicines when they needed them. Whilst people told us they were happy with how their medicines were managed, not all areas of medicines management were robust. People told us staff were kind and were quick to provide care and assistance. People said staff had enough time to meet their needs and spend time with them. One person told us, “If I am feeling lonely, I can use my bell and the staff come up and see me." Improvements had been made to people’s care records. Records were now more detailed, consistent and person-centred. People’s experience of living at the service had improved and people had access to regular activities and were supported to follow their interests in a personalised way. Staff were recruited safely, received training and were competent n their roles. People were supported by staff to access healthcare and support when needed.
