During a check to make sure that the improvements required had been made

This inspection was carried out via a desk top review to check that suitable arrangements were in place to ensure all necessary recruitment checks had been undertaken before staff commenced work, because the provider had been non-compliant on visits on 28 May 2013 and 7 November 2013.

After the last inspection on 7 November 2013 the action plan submitted by the provider told us the company would be issuing additional guidance for the recruitment process to ensure staff were recruited effectively, until the new recruitment policy was issued.

During this desk top review we looked at the recruitment policy the registered provider had implemented. We were assured the recruitment and selection process would include all the information required to demonstrate an effective recruitment procedure was in place.

During an inspection looking at part of the service

This inspection was a follow up inspection to check that suitable arrangements were in place to ensure all necessary recruitment checks had been undertaken before staff commenced work, because the provider had been non-compliant on our last visit on 28 May 2013.

The action plan submitted by the provider told us the service were currently reviewing their recruitment policy and that this would be completed by 31 October 2013. On our visit this had been delayed until January 2013. We looked at other information to evidence the service would be compliant. We were not assured the recruitment and selection process would include all the information required to demonstrate an effective recruitment procedure was in place.

During a routine inspection

Patients who use the service understood the care and treatment choices available to them. Patient's privacy, dignity and independence were respected.

Care and treatment was planned and delivered in a way that was intended to ensure people's safety and welfare. Their comments about their overall experience told us patients felt they received a good service. Comments included, "I'm happy with everything. I like the staff, they're friendly' and 'it's brilliant here. I can't knock them. They're all good. Very polite'. One patient whose first language was not English, explained that staff made sure they had understood.

People were protected from the risk of infection because appropriate guidance had been followed.

The provider had not received all necessary recruitment checks before staff commenced work.

The provider had an effective system in place to identify, assess and manage risks to the health, safety and welfare of people using the service and others.
