Accommodation for persons who require nursing or personal care

Condition of this registration relating to carrying out this regulated activity

1. The Registered Provider must submit to the Care Quality Commission, on the first Tuesday of every month:
a. A service improvement plan that demonstrates it is addressing any identified shortfalls within the service. The service improvement plan should detail associated timescales and highlight who will be responsible for ensuring the required improvements are made. The plan should outline any remedial or immediate action taken along with any other action the registered provider plans to take. The service improvement plan submitted each month must contain an update setting out an analysis of the progress made against outstanding actions in that month. The service improvement plan must include and consider risks associated with:
i. Adherence to the Mental Capacity Act 2005, including the completion of mental capacity assessments and associated best interest decisions. These will need to demonstrate appropriate people have been consulted and detail the steps taken to include service users in decisions.
ii. Staff training and competency, to include all employed staff and all roles. The registered provider will need to demonstrate compliance against training the registered provider deems mandatory for each role and how it has assessed associated staff competency and knowledge.
iii. Staff recruitment, to include relevant checks as per Schedule 3 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014. The registered provider will need to demonstrate it has made every effort to gather all available information to confirm that any staff employed since 2 March 2023 are of good character.
b. Completed quality assurance audits in relation to adherence to the Mental Capacity Act 2005, staff training and staff recruitment.

2. The Registered Provider must continue to engage ongoing support from a suitably qualified external professional, with expertise and experience in improving adult social care residential services for older people, in relation to implementing and sustaining governance systems which enable the registered provider to meet and demonstrate compliance with the relevant regulations and legislation. The registered provider must engage the ongoing external support for a period of 12 months after this condition takes effect. The external support is separate and additional to any registered manager role.

Terms of this registration relating to carrying out this regulated activity

The Registered Provider must only accommodate a maximum of 30 service users at The Aylsham Manor.

The Registered Provider must not provide Nursing care under accommodation for persons who require personal or nursing care at The Aylsham Manor.
