During an inspection looking at part of the service

We undertook a follow up focused inspection of New Lavender House Dental Surgery on 13 January 2023. This inspection was carried out to review the actions taken by the registered provider to improve the quality of care and to confirm that the practice was now meeting legal requirements.

The inspection was led by a CQC inspector who had remote access to a specialist dental advisor.

We had previously undertaken a comprehensive inspection of New Lavender Dental Surgery on 31 October 2022 under Section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We found the registered provider was not providing safe and well-led care and was in breach of regulation 12, 15 and 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014.

When 1 or more of the 5 questions are not met we require the service to make improvements and send us an action plan. We then inspect again after a reasonable interval, focusing on the areas where improvement was required.

We found this practice was providing safe care in accordance with the relevant regulations.

Background

New Lavender Dental Surgery is in Cheam in the London borough of Sutton and provides NHS and private dental care and treatment for adults and children.

There is level access to the practice for people who use wheelchairs and those with pushchairs. The practice has a car park, and parking spaces, including dedicated parking for disabled people, are available near the practice. The practice has made reasonable adjustments to support patients with specific needs.

The dental team includes a principal dentist, 4 associate dentists, 5 dental nurses, 1 dental hygienist, a practice manager and 2 receptionists. The practice has 3 treatment rooms.

During the inspection we spoke with the principal dentist and the receptionist. We looked at practice policies, procedures and other records to assess how the service is managed.

The practice is open:

8am to 5pm Monday to Fridays

9.30am to 3pm Saturdays for private treatment

During a routine inspection

We carried out this announced comprehensive inspection on 31 October 2022 under section 60 of the Health and Social Care Act 2008 as part of our regulatory functions. We planned the inspection to check whether the registered practice was meeting the legal requirements in the Health and Social Care Act 2008 and associated regulations. The inspection was led by a Care Quality Commission, (CQC), inspector who was supported by a specialist dental adviser.

To get to the heart of patients’ experiences of care and treatment, we always ask the following 5 questions:

• Is it safe?

• Is it effective?

• Is it caring?

• Is it responsive to people’s needs?

• Is it well-led?

These questions form the framework for the areas we look at during the inspection.

Our findings were:

  • The dental clinic appeared to be visibly clean and well-maintained.
  • The practice had infection control procedures which reflected published guidance.
  • Staff knew how to deal with medical emergencies. Appropriate medicines and life-saving equipment were available.
  • Safeguarding processes were in place and staff knew their responsibilities for safeguarding vulnerable adults and children.
  • The practice had staff recruitment procedures which reflected current legislation.
  • The clinical staff provided patients’ care and treatment in line with current guidelines.
  • Patients were treated with dignity and respect and staff took care to protect their privacy and personal information.
  • Staff provided preventive care and supported patients to ensure better oral health.
  • The appointment system took account of patients’ needs.
  • There was effective leadership and a culture of continuous improvement.
  • Staff felt involved and supported and worked as a team.
  • Staff and patients were asked for feedback about the services provided.
  • Complaints were dealt with positively and efficiently.
  • Improvements were required to the management of risks in the practice.
  • Improvements were required to ensure that premises and equipment were maintained in accordance with guidance and legislation.
  • Improvements were required to the practice governance arrangements.

We identified regulations the provider was not complying with. They must:

  • Ensure care and treatment is provided in a safe way to patients
  • Ensure all premises and equipment used by the service provider is fit for use
  • Establish effective systems and processes to ensure good governance in accordance with the fundamental standards of care

During a routine inspection

We spoke to 2 people who use the service and the relative of a child patient during our visit. The feedback we received from all the stakeholders we met was very complimentary about the overall standard of the care and treatment provided at the New Lavender House Dental Surgery. Typical comments we received, included: Best dentist I have been too' and 'Excellent dentist - I would highly recommend them'.

Furthermore, 19 out of the 20 patients who participated in the Practices recent stakeholder satisfaction survey said overall they were 'very pleased' with the care and treatment they had received from the New Lavender House Surgery.

Throughout the course of our visit we observed all the staff that worked at the Practice interact with the patients and their relatives in a very courteous and friendly manner.

All 3 patients and their relatives we spoke with told us they felt the Practice was particularly good at sharing information with them about their dental care and treatments options, and being transparent about how much those treatments would cost.

All the patients and their relatives we spoke with during our visit also told us they felt confident their concerns would be taken seriously and acted upon by the Practice if they were dissatisfied about any aspect of the care and treatment they had received from the New Lavender House Dental Surgery.

During a tour we viewed all 3 of the Practices surgical rooms, which we saw were kept hygienically clean. All the patients we met told us all areas of the Practice always looked clean and tidy when they visited.
