During an inspection looking at part of the service

When we inspected on 30 January 2014, we saw that the provider's process for decontaminating (or cleaning and sterilising) dental instruments was inconsistent with Department of Health decontamination guidance. This meant that the provider was failing to comply with Regulation 12(1) (a)(b)(c)(2)(a)of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2010. We asked the provider to take action and at this inspection, we noted that the provider had amended its decontamination process. The action taken was sufficient to comply with the requirements of the regulation.

When we inspected in January 2014, we noted that staff did not receive formal supervision or annual appraisal. This meant that the provider was failing to comply with the requirements of Regulation 23(1)(a) of the Health and Social Care Act 2008. At this inspection, records showed that staff had received supervision and appraisal. The action taken by the provider was sufficient to comply with the requirements of the regulation.

When we inspected in January 2014, patient surveys had not taken place since 2012. This meant that the provider was failing to comply with the requirements Regulation 10(2)(e) of the Health and Social Care Act 2008. At this inspection, we noted that a patient survey had taken place in January 2014. The provider evidenced changes they had made to the service, based upon survey feedback. The action taken was sufficient to comply with the requirements of the regulation.

During a routine inspection

We spoke with four people who used the service and four members of staff, which included the registered manager. The people we spoke with were happy with the service provided. One person said, 'I like coming here. The receptionist and dentist are friendly and accommodating.'

People's needs were assessed and a detailed medical history was taken from each person and discussed prior to treatment. Care and treatment was planned and delivered in line with their individual treatment plan. People told us their treatment, any related risks and the costs were explained. One person we spoke with said, "I feel confident about the dentist's knowledge and value their advice."

People received care and treatment in a clean environment. Staff could describe the decontamination process and provided evidence to show that checks were carried out on the equipment used. However, we found there was not an effective system in place to prevent and control the spread of health care associated infections to people using the service or staff during the decontamination processes.

All staff were trained to undertake their roles. However we found that staff were not supported by means of an appraisal system.

We found that the practice had not regularly assessed and monitored the quality of the service by seeking the views of the people using the service.
