Our view of the service

Clifton Gardens Resource Centre is a care home without nursing for up to 43 older people. The service is managed by the London Borough of Hounslow. We carried out an assessment which included visits to the service on 27 and 29 February 2024. At the time of our assessment, 37 people were living at the service. At the time of our assessment, 37 people were living at the service. Most people were living with the experience of dementia. The visits to the service were unannounced. This provider is required to have a registered manager to oversee the delivery of regulated activities at this location. A registered manager is a person who has registered with the Care Quality Commission to manage the service. Registered managers and providers are legally responsible for how the service is run, for the quality and safety of the care provided and compliance with regulations. At the time of our inspection there was a registered manager in post. During the inspection visits, we spoke with 9 people who lived at the service and 6 visiting relatives or friends. We spoke with staff on duty who included the registered manager. We carried out observations of care and support. Our observations included the Short Observational Framework for Inspection (SOFI). SOFI is a way of observing care to help us understand the experience of people who could not talk with us. We looked at a range of records and how medicines were managed. We have identified breaches in relation to person-centred care, safe care and treatment, premises and equipment, good governance and staffing at this assessment.

People's experience of this service

People did not always receive safe or personalised care and support. Their needs and the risks associated with these had not always been assessed or planned for. There were not enough suitable staff deployed to meet their needs and to keep them safe. The building, equipment and premises were not always well maintained, and this placed people at risk of unsafe care and treatment. Systems for monitoring and improving the quality of the service had not always been effectively implemented. People had good relationships with the staff. The staff felt supported by the management team.
