Date of Assessment: 16 January 2025. The service is a residential service providing nursing care and support to older people and people living with dementia. This was the first assessment undertaken since the new provider was registered in December 2023. We found breaches of regulations relating to the management of risk, person centred care and governance of the service.
Risks to people were not always identified, assessed and managed to prevent people from receiving unsafe care and treatment. People’s care was not always planned and provided in a personalised way to meet their needs. Governance systems had failed to identify and rectify concerns found at this assessment.
The provider had a service improvement plan in place and was working to introduce changes and improvements. An assessment has been undertaken of this service that is used by autistic people or people with a learning disability but is not registered as a specialist service. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The service had failed to comply with their registration condition and had admitted people with a learning disability. This was not a specialist service and therefore not designed to meet the needs of people with a learning disability or Autistic people. There was a failure to fully consider the needs and aspirations of people with learning disabilities, and this had a negative impact on their quality of life. We have asked the provider for an action plan in response to the concerns found at this assessment.
