During an inspection looking at part of the service

We found consent was sought from people before care was provided to them. We spoke with three people and three relatives. All three people we spoke with stated that they were consulted about their care throughout the initial assessment, care planning process and during the reviews. One person we spoke with told us “They didn’t include anything in the care plan I didn’t agree with… it really was a joint effort.” Another person told us “my care plan was prepared with my agreement only.”

We found peoples' needs were assessed and care was planned and delivered in line with their individual care plan. People told us they received care which was personalised and met their individual needs. Some people described the care they received from staff as "Very good.” One person told us “The carer’s have been great…they have helped me a lot”. Another person said “Things have changed since last two weeks and this has been reviewed and reflected in my care package.”

People told us that in general they felt staff had enough time to spend with them. One person told us "Staff spend the time that is required and also have time to have chat with me." A relative told us "The carers are always on time... and they have been really stimulating for (X) as (X) really enjoys chatting and socialising with them."

During a routine inspection

We spoke with five people which included two relatives of people who used the service. People said they received care which was personalised and met their individual needs. People described the care they received from staff as “very good.” People said they felt safe with staff entering their homes to provide them with support. People told us staff spoke to them in a calm and polite manner.

People said, “Staff always signed the medicine sheet.” People told us staff assisted them with their medicines in an unrushed manner. People described staff as “excellent, polite, kind and capable.” People said when concerns had been raised to the manager they were addressed appropriately.

We found people’s needs were assessed and their care and support was planned and delivered in line with their individual care plan. The service had a system in place to ensure people were protected against the risk of abuse and medicines were safely administered to people. We found that events which affect people's welfare, health and safety were not being reported to the Care Quality Commission as required.
