During a routine inspection

Each person we spoke to told us that they felt their rights and dignity were respected. For example, staff ensured people knew what was happening at all times when they visited.

Each person we spoke to told us they felt safe. Safeguarding procedures were robust and staff we spoke to understood how to keep people safe.

Staff were able to describe people's support plans to us. People were not put at unnecessary risk, but also were able to make their own decisions.

Recruitment procedures were thorough. Policies and procedures were in place to make sure that unsafe practice is identified and people were protected.

Health and support needs were assessed as people first came to the service. People and their families were always invited to be involved in writing their care records. We saw that specialist interventions were in place for people who needed them.

People told us that the staff were respectful when they visited. One person said , 'They are always very polite'.

From viewing the care records, people could be reassured that complaints were investigated and any action was taken where necessary. In addition, all the people we spoke with knew how to make a complaint.

The service had a quality assurance system in place that identified issues promptly. As a result, the quality of the service was continuously improving. People received a good quality service at all times.

During a routine inspection

During our inspection we spoke on the telephone with five people who used the service and two relatives. We also spoke with the manager and three members of staff. At the time of our inspection there was not a registered manager in place.

People were complimentary about the care and support that they received. One person told us; "Great, no complaints'. Another person said; "I'm very content'.

People were cared for by suitably qualified, skilled and experienced staff.

The provider had systems in place to regularly assess and monitor the quality of service that people received.

During a routine inspection

People told us that the agency and care workers treated them well and were reliable. They said that care workers usually arrived on time and that they got the same care worker regularly or workers from a small regular team, "I pretty much know whose coming" one person said who got three visits each day. Another person who got four visits a day to help them to care for a spouse said " I'm very pleased with them, I don't know what I would do without them, I can't fault them, they are a life line."

We found that the service was well organised with good systems and effectively led by managers. People's needs were assessed and their care was individually planned. Care workers were supported to do their job and the provider had systems for checking the quality of the service.

During an inspection looking at part of the service

People using the service had been involved in agreeing the support to be provided and the times for care workers to call to assist them.

Some people were happy with the service they received. Some people were not happy with the service they received because they did not get a service at the time they wanted and this restricted what they could do.

People generally had the same care workers to support them but there were occasions when people did not know that a different carer was going to visit them.

People receiving a service said that the care workers were polite, courteous, helpful and flexible.

People were supported by care workers who had been employed after they had been checked that they were of good character. Care workers had the skills and knowledge to support people safely.
