During an inspection looking at part of the service

We undertook this inspection to review staff recruitment procedures. This was following non-compliance in staff recruitment procedures, which had been identified at the last inspection on 15 and 19 March 2013.

The service had moved to a new location. However the previous location had not been deregistered with the CQC and the new location added at the time of the inspection; therefore this address still remains on any reports. the manger has told us that an application has been made to rectify this.

We looked at records and systems in the service. We spoke with the registered manager who is referred to as manager in the report, and a care coordinator. We found recruitment policies and procedures were in place to protect people who used the service.

During a routine inspection

The agency had moved to a new location. However the previous location had not been deregistered with the CQC and the new location added at the time of the inspection; therefore this address still remains on any reports until such time this information is received.

We looked at supporting care documentation and staff documentation. We spoke with the registered manager who is referred to as manager in the report, a care coordinator, four care workers, three people who used the service and one carer.

This told us before people had received any care or treatment they had been asked for their consent and the agency's staff had acted in accordance with their wishes. People or their representatives had been involved in making decisions about their care and treatment.

People's care needs had been assessed and reviewed, and care and treatment had been planned and delivered in line with their individual care plan. Comments received included 'The staff arrive happy. I could not be better,' 'I have confidence in all of the staff. They are good at their job,' 'I am very, very happy with the service,' 'I feel really comfortable with the staff,' and 'They are excellent.'

Appropriate arrangements were in place for the management of medicines.

The organisation's recruitment practices had not always been followed. Security checks had not always been completed.

The records needed for the management of the service had been maintained and were accurate and complete.

During a routine inspection

Three people who use the service and one relative told us they were happy with the care provided by the agency.

Care workers told us that they felt well supported, had good access to training and they were happy working for the agency.
