Date of Assessment: 5 February to 19 February 2025. The service is a residential care home providing support for up to 64 older people, including those living with dementia. At the time of the assessment there was 46 people living at Halton View Care Home. This assessment took place to follow up on breaches of regulations identified at the previous inspection of the service. A new management team was in place since our last inspection. The registered manager was open and transparent and knew the expectations of their role. A new electronic care planning and recording system was in place, however more detail was needed in some areas of recording. Improved systems were in place for the management of safeguarding concerns, complaints and oversight of the implementation of the Mental Capacity Act. Safe systems were not always in place for the management of people’s medicines and areas of improvement were needed around the environment. The provider’s monitoring systems required improvement as these issues had been raised on previous inspections. People and their family members were happy with the care and support delivered at Halton View Care Home. Staff understood people’s needs. Systems were in place to enable people to receive health services from other agencies. The provider was previously in breach of the legal regulation in relation to medicines. Improvements were not found at this assessment, and the provider remained in breach of this regulation. The provider was also in breach of legal regulations relating to governance. This service has been in Special Measures since 10 October 2023. The provider demonstrated improvements that have been made. The service is no longer rated as inadequate overall or in any of the key questions. Therefore, this service is no longer in Special Measures.
