Our view of the service

Rotherlea provides residential care and support to people within a residential setting in Petworth, West Sussex. Rotherlea is one of a group of homes owned by a national provider, Shaw Healthcare Limited. The service provides support for up to 70 people, many of whom are living with dementia, physical disabilities, older age and frailty. At the last inspection undertaken on 14 November 2019, The provider was in breach of Regulation 18 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, Staffing. At this assessment, improvements had been made and the provider was no longer in breach of Regulation 18. At the last inspection, the provider was in breach of Regulation 17 of the Health and Social Care Act 2004 (Regulated Activities) Regulations 2014, Good governance. At this assessment, improvements had been made and the breach of Regulation 17 had been met. People were supported by enough staff who had received the appropriate training to meet people’s needs. The Registered Manager had increased oversight on staffing arrangements and ensured that levels in the home met peoples needs and kept them safe. The manager and provider had made significant improvements to the culture of the home, fostering an inclusive environment where staff felt comfortable and open at providing feedback and raising any issues. Staff spoke positively about the impact of the registered manager, who was focussed on continuous improvement and making themselves visible and active around the home. Quality assurance systems were in place to ensure that care was effectively monitored. We carried out our on-site assessment on 29 January 2024, assessment activity started on 25 January 2024 and ended on 5 February 2024. We looked at 17 quality statements within the key questions of Safe, Caring, Responsive and Well-led.

People's experience of this service

People told us they were happy at Rotherlea. One person said, “I feel very happy here, I couldn’t look after myself where I was. I feel good, gracious.” Another person told us, “Nothing needs doing, its lovely.” Another person said, “The staff are very good, very kind and helpful.” One relative said of their loved one, “I think he’s in the best the place.” People had been safeguarded from abuse through systems and processes that protected them. Staff had a clear understanding of their responsibilities under safeguarding, while the provider understood their regulatory responsibilities. People were involved in the management of risk to their care and support, while the provider assessed risks to people and put guidance and actions in place to mitigate these. People’s medicines were managed and administered safely and effectively. Infection prevention control measures were in place to maintain the cleanliness of people’s environment. People were supported by staff to transition between services effectively. People’s communication needs had been assessed so that they could receive information about their care in a format and way that they understood. People, staff and relatives spoke positively about the registered manager. The management team was approachable and open to feedback and discussions about people’s care. The quality of people’s care was supported by effective quality assurance systems. The provider’s systems were effective in supporting people’s diverse needs and protecting their rights. The registered manager encouraged feedback from people, staff and professionals involved in people’s care. Staff worked closely with health professionals and external agencies to promote good outcomes for people. People and staff spoke positively of the engagement and involvement of the registered manager. People told us that they were involved in their support and that staff and management sought their views and opinions.
