Dean Road is an 'extra care' housing scheme that provides personal care and support to people living in their own flats which are all located in a single multi-occupancy building. The single adapted building comprises of 41 self-contained flats. A Housing Association owns the building and as the property's landlord is responsible for its maintenance. The Care Quality Commission (CQC) only inspects where people receive personal care. This is help with tasks related to personal hygiene and eating. Where they do, we also consider any wider social care provided. At the time of our inspection 26 older people were receiving personal care and support at this extra care scheme. This service was re-registered with us on 7 July 2022 when they were taken over by a new provider. The assessment team consisted of an inspector and an assessor. We looked at all 5 key questions and 33 quality statements during this assessment. Staff and managers understood their duty to safeguard people from abuse and protect them from harm. Staff assessed and mitigated identified risks people might face. Staff were suitably recruited and trained to meet people’s needs People received their medicines as prescribed. The provider worked in close partnership with external health and social care professionals and bodies to plan and deliver people's packages of care. People’s needs were assessed before they began to use their service, and their healthcare needs continued to be met. Staff treated people as individuals and with respect, dignity and compassion. Staff supported people to be as independent as possible. Staff upheld people’s human rights and their diversity was respected. Staff ensured people were supported to have choice and control and make decisions about how their care and support was provided. The provider had established oversight and scrutiny systems, which they operated effectively. The provider promoted an open and inclusive culture.

People's experience of the service

During our assessment we spoke in-person with 7 people in their self-contained flats about their experiences of using this extra care scheme. People expressed being generally happy with the personal care and support they received. A person told us, “I am truly, truly happy here. The best choice I ever made was deciding to come live here at Dean Road.” Another person added, “I can’t praise all the managers and staff who work here enough. I’m so pleased you came to talk to me about them, so I can tell you how marvellous they all are. I feel lucky to have been offered my own flat here.” In addition, we received email feedback from 3 external health and social care professionals who also expressed being satisfied with the overall standard of care and support their clients received at this extra care scheme. One told us, “This extra care scheme provides the residents with a good quality service. Feedback we received from people living and/or working there indicates people are happy at Dean Road.” Another added, “The standard of care provided to the customers at Dean Road is high and we consistently receive positive feedback from customers and their families.” We found people were protected from the risk of abuse and harm. People were treated with kindness, compassion and dignity and were treated as individuals. People’s diversity was respected. People were able to make informed choices about how they lived their lives. People were able to speak up and any concerns/complaints they raised were appropriately dealt with.
