During a routine inspection

People using the service and their next of kin we spoke with told us the care workers visiting people's homes were pleasant, reliable, responsible, and trustworthy, and that they did their work well. One person said; 'Generally we feel very fortunate'. However, some told us they had bad experiences in the past, such as rudeness, unreliability, handling them and their possessions roughly, and being inattentive. They were not confident that a replacement care worker would be up to standard. One person said; 'They're either very good or awful'. Most people we spoke with said the office based supervisors and managers were approachable and resolved concerns quickly and satisfactorily. Also, that they visited now and then to review the care plan to make sure it continued to meet the person's needs.

We found people using the service were involved in decisions about their care and were treated with dignity and respect. The provider's recruitment process ensured it employed staff who were suitable and of good character, and the provider had taken steps to protect people from the risk of abuse. Records were kept which were fit for purpose; however there was no policy in place for destroying records when it was appropriate to do so. We also found some risk assessments and care plans had not been reviewed within the last 12 months, putting people at risk of receiving care that was inappropriate or unsafe.

During a routine inspection

Care Outlook (London Office) put us in touch with a number of people who used the service. The people we spoke with in telephone interviews on 21 February 2012 told us that Care Outlook (London Office) provided them with a good and reliable service. They said that the care and support they received met their needs well.

People told us that they received consistency of care by having a regular care worker. They told us that staff were good at their jobs.

People were confident that if they had any problems they could report them to the care workers' supervisors and that their concerns would be dealt with. Most of the people we spoke with told us that the service contacted them to check that everything was running smoothly.
