During this assessment, we assessed 1 quality statement in relation to governance, management and sustainability and included using the principles of the Right support, right care, right culture policy. We found the provider conducted various quality assurance processes to measure and identify areas of good practice as well as concerns. The audits conducted failed to identify all the concerns we found during this assessment and the impact on people. This meant the culture and ethos did not always support people to lead inclusive and empowered lives.

Governance, management and sustainability

Staff and the registered manager had a good understanding of their roles and responsibilities. Staff told us; however, they did not feel listened to when they raised concerns to management about unsafe staffing levels and the related risks to both people and staff. The registered manager told us about quality assurance processes used to monitor quality at the service and how they have had recent changes in staffing at the service to improve quality of care.

Provider audits however, had failed to identify the level of concern we have highlighted in this report in relation to unsafe staff working patterns and delivery of care in line with people’s funded support hours. This suggested systems used for monitoring and planning staff rotas and people’s support hours were ineffective and did not promote best practice, inclusivity or improve standards of care.
