During a routine inspection

We used a number of different methods to help us understand the views and experiences of people who used the service, as not all of the people were able to tell us of their experiences. We looked at supporting care documentation and staff documentation; we spoke with the registered manager who is referred to as the manager in the report, two shared lives officers, four shared lives carers, and nine people who used the service.

This told us that before people had received any care or treatment they had been asked for their consent and the organisation's staff had acted in accordance with their wishes. People or their representatives had been involved in making decisions about their care and treatment.

People's care needs had been assessed and reviewed, and care and treatment had been planned and delivered in line with their individual care plan. People who used the service commented,' I'm quite contented. I'm doing so well living here I'm so happy,' and "I'm happy with my life, quite contented."

People's care had been provided by shared lives carers who understood their care needs and who had been provided with training and support.

Appropriate arrangements were in place in relation to obtaining, storing, administering handling and recording medicines.

Robust recruitment practices had been followed. Appropriate identity and security checks had been completed as part of the recruitment process.

The records needed for the management of the service had been maintained and were accurate and complete.

25 September and 5 October 2012

During a routine inspection

We used a number of different methods to help us understand the views of people who used the service, because the people using the service had complex needs which meant they were not all able to tell us their experiences. We viewed supporting care documentation and reviews of the care provided, we spoke with the manager, a shared lives officer, two people who used the service, three shared lives carers and a visiting healthcare professional who told us:

People had been able to express their views about the care provided and where possible people who used the service had been involved in making decisions about their care and treatment.

People's care needs had been assessed and care and treatment had been planned and delivered in line with their individual care plan.

People's care had been provided by shared lives carers who understood their care needs, and people knew who to talk with if they had any concerns about the care provided.

Currently there is not a registered manager working in the service. We spoke with the appointed manager for the service, and who is referred to as manager within the report. They told us and evidenced that an application for a registered manager for the service had just been submitted to the CQC.
