Assessment was undertaken 10 December to 20 December 2024. Newhaven is a residential service providing support to people with a learning disability. We spoke with 5 people that used the service, 6 staff members and 3 relatives. We also spoke with the deputy manager and the registered manager who is also the nominated individual. The provider did not have a good learning culture and did not investigate incidents thoroughly or report them appropriately. The facilities and equipment met people’s needs but were not always risk assessed, and equipment was not always serviced, and environmental risks were not mitigated. Staff training compliance was low, Staff competencies were not assessed, and supervisions or appraisals had not been completed to support staff development. The provider did not ensure medicines were managed well and did not ensure people were involved in planning changes to their care or reviewing their care plans. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. We found peoples care plans to be out of date and risks not mitigated with risk assessments, there was no consideration for promoting independence for people, and capacity assessments were out of date for some people. However, people were treated with kindness and compassion. People were encouraged to maintain relationships with family and friends. Staff responded to people in a timely way. We have identified 4 breaches in relation to safe care and treatment, monitoring and assessing risk, staffing and good governance. The provider was previously in breach of Regulation 17 of the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014 and Regulation 18 of the Care Quality Commission (Registration) Regulations 2009.
