Westcliff Lodge Limited is a residential care home providing support to up to 22 older people, some of whom are living with dementia. CQC regulates both the premises, and the care provided, and both were looked at during this inspection The service is in an adapted building set over 2 floors with access to outside space.
The assessment was completed to follow up on the last assessment on 3 October 2024 to see if improvements had been made. The assessment was completed on the 28 and 30 May 2025.
At the last assessment the service was rated requires improvement. At this assessment the service has been rated inadequate. We found continued breaches of the legal regulations in relation to safe care and treatment, person centred care, and governance. We also found an additional breach in relation to the suitability and safety of premises and equipment.
Staff did not always assess risks to people's health and safety or mitigate them where identified. People did not always have care plans to guide staff with safe practice. Care was not always person centred or the provider had not always fully considered support people needed to maintain their wellbeing with social engagement and activities. We were not assured all safeguarding events were being raised appropriately and that there was consistent learning in place when accidents and incidents occurred with themes being analysed to share the learning with staff and others where this was relevant.
Infection prevention and control practices were poor, and the environment was not always maintained to an adequate standard and was unhygienic with equipment not cleaned and inappropriately stored. Governance systems and audits were not effective in identifying or addressing areas for improvement and there was a culture which did not promote continuous improvement and innovation at the service to improve care outcomes for people.

This service is being placed in special measures. The purpose of special measures is to ensure that services providing inadequate care make significant improvements. Special measures provide a framework within which we use our enforcement powers in response to inadequate care and provide a timeframe within which providers must improve the quality of the care they provide.
