During an inspection in response to concerns
We saw evidence that people were provided with appropriate information in relation to their care.
Care plans we looked at were sufficiently detailed to direct and inform staff as to how care was to be provided.
People did not consistently experience effective, safe and appropriate care which supported and met their needs as judged by speaking to people who reported missed visits from the agency and a review of daily records which were seen to be inconsistent.
People were protected from abuse, or the risk of abuse, and their human rights were respected and upheld.
The agency did not have effective recruitment and selection procedures in place to ensure appropriate pre-employment checks were made before staff commenced employment. Procedures for supporting staff such as supervision and appraisal systems were inadequate.
Quality assurance procedures did not identify how systems for care and welfare, medication, staffing levels, involvement of people, complaints, recruitment procedures had been assessed in relation to the regulations.
