Our view of the service

Date of assessment 17 May 2024 to 30 May 2024. This responsive assessment was prompted in part due to concerns we received about the quality and safety of the service people received and how the agency was managed. Enterprise Care Support Limited is a domiciliary care agency registered with the Care Quality Commission (CQC) to provide personal care and support to people living in their own homes. At the time of the inspection 73 people were using the service. The service continues to be rated good based on the overall findings of this assessment. However, we found a breach of the legal regulation in relation notifiable incidents. People had not been harmed, but were placed at risk of harm because the provider had failed to always notify the CQC without delay about significant incidents that had adversely affected the people they supported. We have also made 2 recommendations about the providers management of medicines, governance systems and recording keeping. We have asked the provider for an action plan in response to the concerns found at this assessment. The service continues to be safe. The registered manager and staff understood their duty to safeguard people from abuse and protect them from harm. Staff were recruited safely and regularly supported the same group of people to ensure they received continuity of care. Staff followed current best practice guidelines regarding the prevention and control of infection. Medicines were well-organised and people received their prescribed medicines as and when they should. The service continues to be well-led. The provider promoted an open and inclusive culture. There were established oversight and scrutiny systems in place. The managers were keen to continuously improve the agency and recognised the importance of learning lessons when things went wrong. People's concerns and complaints were well-managed. The provider worked in close partnership with external health and social care professionals.

People's experience of this service

People expressed being generally happy with the care and support they or their family members received from this provider. A relative told us, “The service my [family members] receives from this agency is particularly good. Its well-led and we have no complaint in all the years we’ve used them.” In addition, most external social care professionals expressed being satisfied with the personal care and support their clients received from this provider and the working relationship with Enterprise Care Support Limited. One external social care professional told us, “The local authority has no quality concerns and the overall standard of care appears satisfactory.” We also spoke in-person with the registered manager, field supervisor, two care workers and an office based administrator. In addition, we contacted 20 care staff by telephone and received email feedback from three local authority social care professionals. We observed the care and support of 3 people using the service received in their own homes from staff during their scheduled call visits. People were protected from the risk of abuse and harm. People were risk assessed and their safety and quality of care and support they received was continuously monitored. People received continuity of care and support from a dedicated group of staff allocated to them. People were supported to have maximum choice and control of their lives. People were able to speak up and any concerns/complaints they raised were appropriately dealt with.
