We met the two people who lived at the home. There was one vacancy. Both people had complex needs due to a learning disability and were not able to speak with us or answer our questions in detail. We observed the support people received, spending time with them in the communal areas of the home. We also spoke with the two care staff on duty and the registered manager and owner as well as looking around the home and at various records.People were unable to be closely involved in the running of the home but we saw that staff involved them in making choices where they could and that they recognised various behaviours that could signify people's wants or needs. We saw that both people living at the home were well cared for and that staff we spoke to, the provider and owner were very knowledgeable about their needs.
We saw that people were safeguarded. People living at the home approached staff freely and looked well cared for and at ease and staff spent time with them. We found that although staff were meeting peoples' needs, staff were not always well supported to ensure that they could deliver care and treatment safely and to an appropriate consistent standard.
We saw that the home was regularly in contact with peoples' families and advocates. However, effective quality assurance systems were not in place to regularly assess and monitor the quality of service that people received.
