During an inspection in response to concerns
We found that the compliance actions set at the last inspection have not been met and that this is now having a greater impact on people's care. We found that people did not have assessments prior to moving to the home or support plans that gave staff sufficient information to support them safely.
We saw that unsuitable equipment could cause potential risk to people using the service through inappropriate bathing facilities.
We found that a lack of robust auditing and monitoring of the service by the provider meant that suitable paperwork was not in place to support staff in administering medication or review people's care needs.
Poor documentation meant that there was lack of evidence of ongoing staff training and development. Staff also told us that they lacked guidance and supervision from management.
Due to the general poor documentation and records there was a lack of appropriate information in relation to the care and treatment provided for people using the service.

We were told that they were able to make choices about how they spent their time at the service.

During a routine inspection
"I can talk to most staff and they listen to me".
"If there is someone I can't work with they make sure I have some one else to talk to."
"If I need to be private I can go to my room, no one bothers me there".
"I am able to get about and see people I want to, I went to Leicester today and was able to go by myself".
One person told us although he liked the staff he didn't think it was the place for him and was hoping to move. He said that staff were helping him to look at different types of support.
People using the service said that staff were helpful and kind.
