S E L F Limited -14 Park View is a care home providing personal care for up to 9 people living with a learning disability or autistic people. We have assessed the service against ‘Right support, right care, right culture’ guidance to make judgements about whether the provider guaranteed people with a learning disability and autistic people respect, equality, dignity, choices, independence and good access to local communities that most people take for granted. The inspection started on 31 October and ended on 19 November 2024 and 9 people lived at the home. We looked at 11 quality statements. The registered manager had introduced a level management structure, which meant everyone was encouraged to support the development of the service. This led to staff and people producing presentations around how to provide the best care and to everyone contributing to the development of the service. People being more active in their care and support had led to a change in their perspective and a desire to become even more independent. The registered manager actively promoted an approach where people were truly respected and valued as individuals and empowered to be partners in their care. Staff went above and beyond to support people reach their full potential. They treated people as individuals and considered all aspects of people’s life goals when developing support plans. People’s needs were assessed before they came to use the service. Staff understood the requirements of the MCA and submitted deprivation of liberty safeguards as required. The provider had safeguarding systems in place. The registered manager and staff were very conscious of all aspects of their responsibilities to safeguard people whilst supporting individuals to live in the least restrictive environment possible. Risks were assessed and action taken to mitigate any risks. Recruitment practices were meeting requirements. There were enough staff to deliver the care and support people needed.

People's experience of the service

We observed staff worked with people in a sensitive, caring and considerate manner. They encouraged people to be as independent as possible and really encouraged them to reach their full potential. Staff understood peoples’ communication styles and actively supported individuals to share their views. Staff were sensitive to changes in people’s mood and clearly knew how to assist in de-escalating any distress individuals experienced. Most relatives found the service had really enhanced individuals’ quality of life. People told us they were happy at the home, staff provided care in a timely and responsive manner. One person said, “The staff are all brilliant here – they’re kind, caring and supportive.” People discussed how staff had supported them to constantly look at improvements they could make, which would enhance their quality of life and ways to improve their independence. They found the staff motivated them to think wider and broaden their aspirations. A number of people were now looking at the next steps and taking action to move forward to less supported accommodation. People reported interactions between staff and them was positive. People found the care package met their needs. They found staff were competent, caring and treated people in a dignified manner. A relative said, “We are very happy with the care [person’s name] at Park View. In the last couple of years [Person’s name] has really begun to see how to change and try different things. They are doing really well at the home and the staff are a brilliant support.” People were at the centre of their care and support. They felt involved in all aspects of its design.
