During an inspection looking at part of the service
We did not speak with people about this outcome. However we observed the interaction between staff and people living in the home. Staff supported people well in a caring way.

On this inspection we found that care plans were detailed and written in plain English. People and where appropriate their relatives were involved in planning and updating them.
We observed staff interaction with people. Staff were attentive to people's needs and involved them in daily activities. Staff engaged in fun leisure activities with people. We saw people playing with balloons. When we talked to people they told us how much they enjoyed 'playing about' with balloons. One person said, 'It makes me laugh.'
Infection control had improved. People said the home was clean and tidy. One person said 'It is nice and clean here and homely as well.'
When we last inspected, repairs were needed. These had been completed.
On this inspection we observed that there were enough competent staff to support people well. People felt that there were enough staff to care for them well and that they were attentive to their needs. One person said 'We only have the best staff here. We are looked after well'. Another person told us, 'We have the right people for the job here. They are all very good.'
Quality monitoring and record keeping had improved. This meant that the provider knew what was working well and what needed improving in the home.
People we spoke with said they were happy living at the home and said that staff were good and kind. One person said, "They look after us well." As several of the people living in the home had limited communication we observed staff interacting with them to see how they were supported. When we observed staff they were supportive and helpful. They checked if people needed assistance and gave this as needed. We saw staff chatting with people and asking people if they wanted to get involved in a board game. Later we saw staff chatting with people in the garden area sitting together.
We spoke with a small number of people who told us staff were kind and looked after them. We observed staff interacting with people. Initially the member of staff was very busy supporting the seven people unassisted and preparing breakfast. Later the provider arrived in the home and spent some time with people and a new member of staff who had been cleaning upstairs in the home came down to chat to people. Once there were more staff in the home people received a lot of care and attention.
Staff spoken with said that they encourage people living in the home to make decisions about their lives. However there was no evidence of the decisions people were involved in making or if the person's mental capacity was taken into account when making decisions.
People we spoke with said they were happy living at 33 ' 35 Westminster Road and said that staff were kind and helpful. One person said, 'They are very patient.' We also spoke with some relatives who said that staff were always very welcoming and even invited visitors to stay for a meal. One person said that their family member seemed happy.
People living in the home and staff said they would talk to senior staff if they had any concerns about care in the home.
